§17653. Denial of membership rights

The board may, in its discretion, deny the right to become a member to:

1.
Compensation partly paid by State.
Any class of employees, except teachers, whose compensation is only partly paid by the State; or

2.
Other than per annum payment.
Any class of employees who are serving on a temporary basis or whose compensation is set on any basis other than a per annum basis.
