| | | Emergency preamble. Whereas, acts and resolves of the Legislature do | | not become effective until 90 days after adjournment unless | | enacted as emergencies; and |

| | | Whereas, the Joint Standing Committee on State and Local | | Government has identified the necessity of collecting information | | on the State's contracting and outsourcing practices beginning | | July 1, 2005; and |
