| Whereas, in the judgment of the Legislature, these facts create an | | emergency within the meaning of the Constitution of Maine and | | require the following legislation as immediately necessary for the | | preservation of the public peace, health and safety; now, | | therefore, |

| | | Be it enacted by the People of the State of Maine as follows: |

| | | Sec. 1. 5 MRSA §12004-G, sub-§3-D is enacted to read: |

| | | Sec. 2. 7 MRSA §§352 and 353 are enacted to read: |
|
| | | §352. Maine Agricultural Water Management Board |
|
| | | The Maine Agricultural Water Management Board is established | | in Title 5, section 12004-G, subsection 3-D and referred to in | | this section and section 353 as "the board." |
|
| | | 1.__Membership.__All members of the board must be residents of | | this State. The board consists of 9 members as follows: |
|
| | | A.__Five members appointed by the commissioner, consisting | | of: |
|
| | | (2)__A wild blueberry producer; |
|
| | | (3)__A small fruit or vegetable grower; |
|
| | | (4)__A producer of ornamental crops; and |
|
| | | (5)__A livestock producer; |
|
| | | B.__Three members appointed by the Governor, consisting of: |
|
| | | (1)__A person with expertise in federal wetlands | | permitting; |
|
| | | (2)__A person with expertise in agricultural | | engineering and water use efficiency; and |
|
| | | (3)__A member of the general public; and |
