| | | Sec. 5. Duties. Resolved: That the commission shall examine and make | | recommendations on the following: |

| | | 1. The adequacy of treatment facilities and professionals to | | diagnose brain injuries in order to provide effective and timely | | services; |
|
| | | 2. Third-party payment coverage, both public and private, for | | services to individuals with brain injuries; |
|
| | | 3. Access to services by persons with brain injuries; |
|
| | | 4. The availability, accessibility and flexibility of long- | | term community and residential support services to Maine | | residents with brain injuries; |
|
| | | 5. Surveillance systems for the prevention of brain injuries; |
|
| | | 6. The services necessary to ensure that individuals with | | brain injuries are able to live as independently and successfully | | as possible in the community with the lowest level of dependence | | on the system; |
|
| | | 7. The best practices in the treatment and support of | | individuals with brain injuries; and |
|
| | | 8. The necessity for essential educational initiatives on the | | diagnosis of brain injuries and on the treatment and support of | | individuals with brain injuries; and be it further |

| | | Sec. 6. Staff assistance. Resolved: That, upon approval of the | | Legislative Council, the Office of Policy and Legal Analysis | | shall provide necessary staffing services to the commission; and | | be it further |

| | | Sec. 7. Compensation. Resolved: That the legislative members of the | | commission are entitled to receive the legislative per diem, as | | defined in the Maine Revised Statutes, Title 3, section 2, and | | reimbursement for travel and other necessary expenses related to | | their attendance at authorized meetings of the commission. | | Public members not otherwise compensated by their employers or | | other entities that they represent are entitled to receive | | reimbursement of necessary expenses and, upon a demonstration of | | financial hardship, a per diem equal to the legislative per diem | | for their attendance at authorized meetings of the commission; | | and be it further |
