Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. 38 MRSA §401-A is enacted to read:

 
§401-A.__Groundwater is a public natural resource

 
Groundwater is a public natural resource owned by all the
citizens of this State.__The citizens of this State have the
right to regulate the extraction and use of groundwater.

 
SUMMARY

 
This bill provides that groundwater is a public natural
resource owned by all the citizens of this State. The citizens
of this State have the right to regulate the extraction and use
of groundwater.
