Sec. 1. 3 MRSA §162, sub-§8-B is enacted to read:

8-B.__Efficient use of resources.__To promote efficient use of resources by requiring that any legislative proposal submitted by a Legislator or a Legislator-elect, a state department or agency or an independent agency for a first regular session receive a minimum of 3 affirmative votes from members of the Legislative Council before it may be introduced as a legislative document;

SUMMARY

This bill requires a minimum of 3 affirmative votes from members of the Legislative Council before a piece of legislation may be introduced in any first regular session by a Legislator or state or independent agency.
