Sec. 1. 38 MRSA §585-D, as amended by PL 1999, c. 582, §1, is amended by adding after the 3rd paragraph a new paragraph to read:

Any rule adopted by the board containing tailpipe emission standards for vehicles is a major substantive rule pursuant to Title 5, chapter 375, subchapter 2-A.

SUMMARY

This bill requires legislative review before rules provisionally adopted by the Department of Environmental Protection, Board of Environmental Protection containing tailpipe emission standards for vehicles are adopted or in fact implemented.
