| 13.__Tribal sustenance moose hunting permit.__Notwithstanding |
| subsections 3, 4, 5, 6, 7, 8 and 9 and section 11601, the |
| commissioner may, upon application, issue sustenance moose |
| hunting permits to members of the Penobscot Indian Nation, the |
| Passamaquoddy Tribe, the Houlton Band of Maliseet Indians, the |
| Aroostook Band of Micmacs and the Wabanaki Confederacy.__The |
| permits allow members of those tribes to harvest moose for |
| sustenance on land owned by the State.__The commissioner shall |
| adopt rules to administer the permits and to regulate the hunt |
| and may adopt any other rules the commissioner considers |
| necessary for the protection of the moose resource.__Rules |
| adopted pursuant to this subsection are routine technical rules |
| as defined in Title 5, chapter 375, subchapter 2-A. |
