| This bill proposes to allow a first-time applicant for |
| benefits or services under the Department of Health and Human |
| Services to make application in person, when so required, at a |
| location geographically and physically nearer the applicant's |
| place of residence. Rather than requiring the applicant to |
| travel to an office whose location is based on political |
| subdivisions, under this bill, in-person applications could be |
| made either at the service center community nearest the |
| applicant's residence or at other convenient locations at times |
| designated by the department when an agent of the department will |
| be on-site and available for helping people through the |
| application process. |
