Sec. 1. 35-A MRSA §7308 is enacted to read:

§7308.__Telephone utility retroactive billing

A telephone utility may not retroactively bill a customer for services without the permission of that customer.__For purposes of this section, "retroactively bill" means to bill for services for the first time after the passage of the monthly or other regular billing cycle period in which those services would normally have been billed.__The commission may adopt appropriate rules or orders to implement this provision.__Rules adopted pursuant to this section are routine technical rules as defined in Title 5, chapter 375, subchapter 2-A.

SUMMARY
