| | | Sec. 1. 29-A MRSA §462, sub-§1, as enacted by PL 1993, c. 683, Pt. | | A, §2 and affected by Pt. B, §5, is amended to read: |

| | | 1. Temporary plate attachment. Except a transporter | | licensee or loaner licensee, a person licensed as a dealer | | may, on the sale or exchange of a motor vehicle or trailer, | | attach to its rear a temporary registration plate that meets | | the requirements of subsection 1-A. For the purposes of this | | subsection, "loaner licensee" means a person to whom the | | Secretary of State has granted permission to use loaner plates | | on vehicles owned by that person for the purpose of loaning | | those vehicles to customers whose vehicles are being repaired | | at the licensee's business location. |

| | | Sec. 2. 29-A MRSA §462, sub-§1-A is enacted to read: |

| | | 1-A.__Identification of dealership.__A temporary | | registration plate attached to a motor vehicle or trailer in | | accordance with subsection 1 must identify the dealership that | | attaches the temporary plate.__The Secretary of State shall | | adopt rules to implement this subsection.__Rules adopted | | pursuant to this subsection are routine technical rules as | | defined in Title 5, chapter 375, subchapter 2-A. |

| | | This bill requires that temporary registration plates | | attached to motor vehicles or trailers by persons licensed as | | dealers identify the dealership. This would enable the law | | enforcement community, when necessary, to contact the | | dealership to obtain car owner information. |
