Currently highway reconstruction within urban compact municipalities requires a municipal match of 10% to 15% depending on the highway classification. This bill shifts the basis of the match away from highway classification to posted highway speeds. This bill applies the match requirement equally to all municipalities. This bill also prohibits the Department of Transportation from requiring a local match for highway reconstruction projects located in whole or in part in urban compact areas.
