| Currently highway reconstruction within urban compact |
| municipalities requires a municipal match of 10% to 15% |
| depending on the highway classification. This bill shifts the |
| basis of the match away from highway classification to posted |
| highway speeds. This bill applies the match requirement |
| equally to all municipalities. This bill also prohibits the |
| Department of Transportation from requiring a local match for |
| highway reconstruction projects located in whole or in part in |
| urban compact areas. |
