any person who holds a license that allows hunting | | with firearms may carry a handgun. |

| | | (3) If a person takes a deer with bow and arrow | | during the special archery season on deer, that | | person is precluded from further hunting for deer | | during that year. |

| | | (4) Except as provided in this subsection, the | | provisions of chapters 701 to 721 concerning deer are | | applicable to the taking of deer with bow and arrow, | | including the transportation, registration and | | possession of deer taken by this method. |

| | | Rules adopted pursuant to this subsection are routine | | technical rules as defined in Title 5, chapter 375, subchapter | | 2-A. |

| | | Sec. 3. 12 MRSA §7107-A, sub-§4, as amended by PL 1997, c. 432, §§20 | | to 22, is further amended to read: |

| | | 4. Open season. There is a special muzzle-loading open | season on deer immediately following the regular deer hunting | season for the purpose of hunting deer only with muzzle- | loading firearms as defined in section 7001, subsection 23-A. | | The commissioner may by rule establish a special muzzle- | | loading season for hunting deer and may by rule shorten or | | lengthen that season if planned deer harvest levels are | | exceeded or not achieved.__The commissioner may establish | | seasons of different lengths in different regions of the | State. The commissioner may terminate this an open season at | | any time, in any area, if, in the commissioner's opinion, an | | immediate emergency action is necessary due to adverse weather | conditions or severe hunting pressure. The length of the | special muzzle-loading season is as follows: Rules adopted | | pursuant to this subsection are routine technical rules as | | defined in Title 5, chapter 375, subchapter 2-A. |

| | B. The commissioner shall establish by rule the length of | the special muzzle-loading season. The commissioner may | establish seasons of different lengths in different | regions of the State. The season may extend for no more | than 12 hunting days in any part of the State. |
