| 2.__Applicability.__This section applies to all public | | utilities, as defined in this Title. |

| | | This bill enables public utilities to collect, by an annual | | rate adjustment, security-related expenditures made for | | heightened security measures necessitated by the terrorist | | attacks of September 11, 2001. |
