Resolved: That the Department of Marine Resources is directed to develop and report on a comprehensive plan that details the resources required, associated costs, timetable and specific results and benefits to be derived from a mature restoration effort; and be it further

Resolved: That the Department of Marine Resources conduct an assessment of the impacts and benefits of the reintroduction of anadromous alewives into the "phase two" cold water lakes and ponds, as described in the Strategic Plan for the Restoration of Shad and Alewives to the Kennebec River Above Augusta, as developed by the Department of Marine Resources in 1985. The assessment must involve the local communities to the extent that information is shared and evaluated in a joint manner; and be it further

Sec. 4. Informational hearings. Resolved: That the Department of Marine Resources is directed to conduct timely information meetings or hearings in all affected Kennebec River and Sebasticook River communities to ensure that there is opportunity for community understanding, input and influence on the implementation of the anadromous fish restoration effort; and be it further

Sec. 5. Completion and report date established. Resolved: That the Department of Marine Resources shall complete its duties under this resolve and report its findings to the Joint Standing Committee on Marine Resources no later than January 15, 2004.
