Sec. 2. Commission membership. Resolved: That the commission consists of the following 11 members:

1. Two members of the Senate, appointed by the President of the Senate;

2. Two members from the House of Representatives, appointed by the Speaker of the House;

3. One Department of Human Services caseworker, appointed by the Commissioner of Human Services;

4. One attorney who represents parents in Department of Human Services child protective matters, appointed by the Speaker of the House;

5. One parent who contested a Department of Human Services child protection court action to remove a child of the parent and who won in court and regained custody of the child, appointed by the President of the Senate;

6. One parent who contested a Department of Human Services child protection action to remove a child of the parent and who regained custody of the child without a court action, appointed by the Speaker of the House;

7. One counselor of parents in a matter in which a child was reunified with the parents, appointed by the President of the Senate;

8. One advocate for children, appointed by the Speaker of the House; and

9. The Commissioner of Human Services or the commissioner's designee; and be it further

Sec. 3. Chairs. Resolved: That the first named Senate member is the Senate chair of the commission and the first named House of Representatives member is the House chair of the commission; and be it further
