Sec. B-1. Nonlapsing funds. Any unencumbered balance of funds
remaining in the Department of Transportation, Building
Renovations program, Highway Fund account may not lapse but must
be carried forward each year to be used for the same purposes.

 
Sec. B-2. Nonlapsing funds. Any unencumbered balance of funds
remaining in the Department of Transportation, Administration and
Planning program, Highway Fund account on June 30, 2001, June 30,
2002 and June 30, 2003, after assuming all costs for that
program including collective bargaining costs, may not lapse.
These funds may be transferred to the Building Renovations
program, Highway Fund account and allotted in the All Other or
Capital Expenditures line category by financial order

 
upon recommendation of the State Budget Officer and approval of
the Governor to support building renovation initiatives within
the Department of Transportation.

 
Emergency clause. In view of the emergency cited in the preamble,
this Act takes effect when approved.

Part A does the following:

 
1. Makes allocations from the Highway Fund;

 
2. Makes allocations from the Highway Garage Fund; and

 
3. Makes allocations from the Island Ferry Service Fund.

Part B does the following:

 
1. Authorizes funds in the Buildings Renovations program in
the Department of Transportation to be carried forward each year;
and

 
2. Authorizes year-end balances in the Administration and
Planning program in the Department of Transportation to be
transferred to the Buildings Renovation program and allotted by
financial order.
