or another spoken language.__This process includes conveying
auditory environmental stimuli.

 
§1536.__Commissioner; powers and duties

 
The commissioner has the following powers and duties in
addition to other powers and duties set forth in this chapter.

 
1.__Rules.__The commissioner may adopt rules in accordance
with the Maine Administrative Procedure Act necessary to carry
out the purposes of this chapter.__Rules adopted under this
chapter are routine technical rules pursuant to Title 5, chapter
375, subchapter II-A.

 
2.__Licensure.__The commissioner shall license a person who
has successfully complied with the application process
established by the department, paid the required fees established
by the department under section 1542 or 1543 and met the
qualifications for licensure as set forth in section 1538 or
1539.__The commissioner shall make available, at cost, a
directory that contains the names of all individuals licensed
pursuant to this chapter.

 
3.__Employees.__The commissioner may appoint, subject to the
Civil Service Law, employees necessary to carry out the purposes
of this chapter.__Those employees are department employees.

 
4.__Advisory council.__The commissioner, as necessary, may
select transliterators and other interested parties to serve on
an advisory__council to advise and consult with the commissioner
concerning the regulation of transliterators.__Service on the
council is not in itself a conflict of interest regardless of the
occupations or associations of the members.

 
§1537.__Privileged communication

 
Individuals licensed under this chapter are included under the
evidentiary communications privilege set out in Title 5, section
48, subsection 4.

 
§1538.__Requirements for licensure; limited cued speech

 
transliterator

 
To be eligible for licensure as a limited cued speech
transliterator under this chapter, an applicant must be at least
18 years of age and must provide:

 
1.__High school diploma.__Proof of a high school diploma or
the equivalent;
