1. Funding. Allocate money for the development of group
homes residential living options, capital construction, purchase
of buildings, supportive services and for other activities, but
only those applicants for funds whose programs provide for
adequate standards of professional service qualify for funds from
the department;.__Other criteria for funding include, but are not
limited to, the following.

 
A.__The department may request a display of effort on the
part of the grantee that appropriate local governmental and
other funding sources have been sought to assist in the
financing of the services for which the department is making
the grant.

 
B.__The department shall give consideration to the ability
of a municipality or other governmental unit to support the
mental retardation services, as reflected by the State's
evaluation of the component communities.

 
C.__In making grants to unincorporated associations or
nonstock corporations, the department shall take into
account all income and resources.

 
D.__All provider agencies are responsible for demonstrating
and maintaining:

 
(1)__A commitment to offering personal planning for
persons with mental retardation or autism served by
their programs;

 
(2)__A workable quality improvement program approved by
the department both that must include, at a minimum, a
survey or other measurement of client satisfaction;

 
(3)__A commitment to the provision of high-quality
services and programs that will improve the quality of
the lives of such persons; and

 
(4)__A commitment to all aspects of personal planning;

 
2. Services and programs. Provide and help finance mental
retardation services and programs throughout the State for
mentally retarded persons residing with mental retardation or
autism who reside in the community and residing or in privately-
owned privately owned residential care facilities;

 
3. Cooperation. Cooperate with other state agencies,
municipalities, other governmental units, unincorporated
associations and nonstock corporations in order to provide and
