| | Sec. 19. 3 MRSA §318-A is enacted to read: |

| | A lobbyist, lobbyist associate or employer of a lobbyist or | lobbyist associate may not furnish to any Legislator any | pecuniary benefit except as authorized by law.__A violation of | this section is a civil violation for which a forfeiture of up to | $200 may be adjudged for each violation. |

| | Sec. 20. 21-A MRSA §1012, sub-§5 is enacted to read: |

| | 5.__Personal expenses.__"Personal expenses" means expenses | that exist irrespective of the political campaign or the duties | of a public servant.__"Personal expenses" includes, but is not | limited to: |
|
| A.__Day-to-day household food items, supplies or the | ordinary expenses of maintaining a personal household; |
|
| B.__Mortgage, rent or utility payments for the candidate's | residence or any other personal residence, even if part of | the residence is being used by the campaign; |
|
| C.__Clothing items, including specialized attire for | political functions, but excluding items of a minimal value | imprinted with a candidate's logo or campaign slogan, such | as T-shirts or caps; |
|
| D.__Tuition payments, other than training of campaign staff | to perform campaign tasks; and |
|
| E.__Salary payments to members of the candidate's immediate | family, unless those payments are made as compensation for | the fair market value of bona fide services rendered to the | campaign. |
