C.__Informational material, publications or subscriptions
related to the official duties of the recipient.

 
Sec. 19. 3 MRSA §318-A is enacted to read:

 
§318-A.__Prohibitions

 
A lobbyist, lobbyist associate or employer of a lobbyist or
lobbyist associate may not furnish to any Legislator any
pecuniary benefit except as authorized by law.__A violation of
this section is a civil violation for which a forfeiture of up to
$200 may be adjudged for each violation.

 
Sec. 20. 21-A MRSA §1012, sub-§5 is enacted to read:

 
5.__Personal expenses.__"Personal expenses" means expenses
that exist irrespective of the political campaign or the duties
of a public servant.__"Personal expenses" includes, but is not
limited to:

 
A.__Day-to-day household food items, supplies or the
ordinary expenses of maintaining a personal household;

 
B.__Mortgage, rent or utility payments for the candidate's
residence or any other personal residence, even if part of
the residence is being used by the campaign;

 
C.__Clothing items, including specialized attire for
political functions, but excluding items of a minimal value
imprinted with a candidate's logo or campaign slogan, such
as T-shirts or caps;

 
D.__Tuition payments, other than training of campaign staff
to perform campaign tasks; and

 
E.__Salary payments to members of the candidate's immediate
family, unless those payments are made as compensation for
the fair market value of bona fide services rendered to the
campaign.

 
Sec. 21. 21-A MRSA §1015, sub-§3-A is enacted to read:
