C.__Informational material, publications or subscriptions related to the official duties of the recipient.

Sec. 19. 3 MRSA §318-A is enacted to read:

§318-A.__Prohibitions

A lobbyist, lobbyist associate or employer of a lobbyist or lobbyist associate may not furnish to any Legislator any pecuniary benefit except as authorized by law.__A violation of this section is a civil violation for which a forfeiture of up to $200 may be adjudged for each violation.

Sec. 20. 21-A MRSA §1012, sub-§5 is enacted to read:

5.__Personal expenses.__"Personal expenses" means expenses that exist irrespective of the political campaign or the duties of a public servant.__"Personal expenses" includes, but is not limited to:

A.__Day-to-day household food items, supplies or the ordinary expenses of maintaining a personal household;

B.__Mortgage, rent or utility payments for the candidate's residence or any other personal residence, even if part of the residence is being used by the campaign;

C.__Clothing items, including specialized attire for political functions, but excluding items of a minimal value imprinted with a candidate's logo or campaign slogan, such as T-shirts or caps;

D.__Tuition payments, other than training of campaign staff to perform campaign tasks; and

E.__Salary payments to members of the candidate's immediate family, unless those payments are made as compensation for the fair market value of bona fide services rendered to the campaign.
