"Do you favor a $50,000,000 bond issue to renovate and
repair public schools to correct health and safety
violations and violations of the federal Americans with
Disabilities Act and to make additions to schools?"

 
The legal voters of each city, town and plantation shall vote
by ballot on this question and designate their choice by a cross
or check mark placed within a corresponding square below the word
"Yes" or "No." The ballots must be received, sorted, counted and
declared in open ward, town and plantation meetings and returns
made to the Secretary of State in the same manner as votes for
members of the Legislature. The Governor shall review the
returns and, if a majority of the legal votes are cast in favor
of this Part, the Governor shall proclaim the result without
delay, and this Part becomes effective 30 days after the date of
the proclamation.

 
The Secretary of State shall prepare and furnish to each city,
town and plantation all ballots, returns and copies of this Part
necessary to carry out the purpose of this referendum.

 
PART B

 
Sec. B-1. 30-A MRSA §6006-F, sub-§3, ķA, as enacted by PL 1997, c. 787,
§13, is amended to read:

 
A. To make loans to school administrative units for school
repair and , renovation and additions.

 
(1) The following repair and , renovation and addition
needs receive first priority status:

 
(a) Repair or replacement of a roof on a school
building;

 
(b) Bringing a school building into compliance
with the federal Americans with Disabilities Act,
42 United States Code, Section 12101 et seq.;

 
(c) Improving air quality in a school building;

 
(d) Removing asbestos from or abating asbestos in
a school building;

 
(e) Removing underground oil storage tanks on the
grounds of a school building; and

 
(f) Undertaking other health, safety and
compliance repairs. ; and
