5. One member of the Maine Taxpayers Party, appointed by the
chair of the Maine Taxpayers Party;

 
6. One member of the Maine Libertarian Party, appointed by
the chair of the Maine Libertarian Party;

 
7. Two members from the Maine Conservation Rights Institute,
appointed by the president of the Maine Conservation Rights
Institute;

 
8. Two members from Sovereignty International, appointed by
the president of Sovereignty International;

 
9. Two members from Unorganized Territories United, appointed
by the president of Unorganized Territories United; and

 
10. Two members from the Maine Property Rights Alliance,
appointed by the president of the Maine Property Rights Alliance;
and be it further

 
Sec. 3. Appointments. Resolved: That all appointments to the task
force must be made no later than 30 days following the effective
date of this resolve. The appointing authorities shall notify
the Executive Director of the Legislative Council upon making
their appointments; and be it further

 
Sec. 4. Meetings. Resolved: That the Chair of the Legislative
Council shall call and convene the first meeting of the task
force within 30 days of the date that the last task force member
is appointed; and be it further

 
Sec. 5. Chair. Resolved: That the members of the task force shall
appoint a task force chair from among its members at the first
meeting of the task force; and be it further

 
Sec. 6. Staff. Resolved: That upon the approval of the Legislative
Council, the Office of Policy and Legal Analysis shall provide
staff support to the task force; and be it further

 
Sec. 7. Compensation. Resolved: That all members of the task force
are entitled to reimbursement for travel and other necessary
expenses, upon application to the Legislative Council. The
Executive Director of the Legislative Council shall administer
the task force's budget; and be it further

 
Sec. 8. Duties. Resolved: That the task force shall study the effect
of state agencies implementing international treaties that have
not been ratified by the United States Senate. In examining
these issues, the task force shall:
