6. One representative of the Department of Economic and Community
Development, appointed by the Commissioner of Economic and
Community Development;

 
7. One member of the Lewiston City Council, appointed by the
Speaker of the House upon the recommendation of the Lewiston City
Council chair;

 
8. One member of the Auburn City Council, appointed by the
President of the Senate upon the recommendation of the Auburn
City Council chair;

 
9. One representative of the Androscoggin County Chamber of
Commerce, appointed by the Speaker of the House upon the
recommendation of the Androscoggin County Chamber of Commerce
president;

 
10. One business owner from Lewiston, appointed by the
President of the Senate upon the recommendation of the chair of
the Lewiston City Council; and

 
11. One business owner from Auburn, appointed by the Speaker
of the House upon the recommendation of the chair of the Auburn
City Council.

 
All appointments must be made no later than 30 days following
the effective date of this resolve. The appointing authorities
shall notify the Executive Director of the Legislative Council
upon making their appointments. The Executive Director of the
Legislative Council shall contact appointing authorities who have
not made their appointments as of the required date; and be it
further

 
Sec. 3. Convening. Resolved: That the Chair of the Legislative
Council shall call the commission together for its first meeting
no later than 45 days after the effective date of this resolve.
If the first meeting is not called within the assigned time, the
Governor shall call the first meeting for a date no later than 10
days after the initially required date. It is not necessary for
all members to be appointed in order for the commission to meet.
A quorum consists of a majority of those appointed; and be it
further

 
Sec. 4. Duties. Resolved: That the commission shall study economic
development opportunities for the cities of Lewiston and Auburn.
In examining these issues, the commission shall:

 
1. Assess the economic assets and liabilities unique to the
cities of Lewiston and Auburn;
