1.Powers.
The Commissioner of Labor, in this chapter referred to as the commissioner, shall be responsible for the program administration
of Displaced Homemaker Programs. The commissioner shall implement these programs by contracting with the existing Displaced
Homemaker Program to develop programs in at least 2 unserved areas.

2.Regulations.
