Emergency preamble. Whereas, Acts and resolves of the Legislature do
not become effective until 90 days after adjournment unless
enacted as emergencies; and

 
Whereas, it is necessary to be prepared to assist the citizens
of the State; and

 
Whereas, it is not possible to predict when the State will
experience a natural disaster or a state of emergency; and

 
Whereas, in the judgment of the Legislature, these facts create
an emergency within the meaning of the Constitution of Maine and
require the following legislation as immediately necessary for
the preservation of the public peace, health and safety; now,
therefore, be it

 
Sec. 1. Maine Emergency Management Agency directed to develop program to provide
food and other assistance in an emergency. Resolved: That the Department of
Defense, Veterans and Emergency Management, Maine Emergency
Management Agency is directed to work in conjunction with the
Department of Agriculture, Food and Rural Resources and other
food agencies to develop a program that will provide food and
other assistance to citizens of the State for up to 3 months in
the event of a natural disaster or state of emergency as declared
by the Governor; and be it further

 
Sec. 2. Purchase of food. Resolved: That the Department of Defense,
Veterans and Emergency Management, Maine Emergency Management
Agency is directed to purchase and store, within 30 days of
enactment of this resolve, rice, beans or other food storable for
at least one year sufficient to provide minimal sustenance to the
citizens of the State for up to 3 months in the event of a
natural disaster or state emergency as declared by the Governor;
and be it further

 
Sec. 3. Rotation of food in storage. Resolved: That the food stored for the
purposes of feeding citizens of the State as described in
sections 1 and 2 may, at the discretion of the Department of
Defense, Veterans and Emergency Management, Maine Emergency
Management Agency, either be replaced with a new supply before
perishable items become unsuitable for consumption or be
liquidated. The items to be replaced or liquidated must be sold
to the citizens of the State; and be it further

 
Sec. 4. Authorized to submit legislation. Resolved: That the Department of
Defense, Veterans and Emergency Management, Maine Emergency
Management Agency shall submit legislation during the First
Regular Session of the 119th Legislature to carry out the
purposes of sections 1 and 3; and be it further
