§4804. Bonds; use of proceeds
Institutional loans made and rules established under this subchapter shall be designed to:

Expand mortgage funds.
Expand the supply of funds available in the State for residential mortgage loans;

Improve housing for low-income persons.
Provide funds to alleviate the shortage of decent, safe and sanitary living accommodations in the State for persons of low income; and

Improve energy conservation.
In the case of rehabilitated housing units or housing projects, improve and promote conservation of energy resources or otherwise improve the quality of existing housing.
