Fiscal Detail and Notes
The Department of Health and Human Services will require General Fund appropriations of $658,731 in fiscal year 2025-26 and $664,918 in fiscal year 2026-27 related to the repeal of Public Law 2019, chapter 274, which provided coverage to MaineCare members for legal abortion services. This estimate assumes that MaineCare costs for 1,228 abortions annually will be eliminated while MaineCare costs for delivery and births will be incurred for an additional 195 mothers and children annually. Federal Expenditures Fund allocations will also be required for the FMAP match.
