Fiscal Detail and Notes
This bill makes adjustments to Highway Fund and Other Special Revenue Funds allocations to reverse the effects of two initiatives that were inadvertently included in Part A of the Highway Fund Budget, LD 1440, now chaptered as PL 2017, c. 283. This bill deallocates Highway Fund allocations to the Department of Secretary of State of $51,059 annually beginning in fiscal year 2017-18.  It also adds back Other Special Revenue Funds allocations to the Department of Transportation of $1,000,000 annually beginning in fiscal year 2017-18.
This bill also changes the amount paid by the Maine Department of Transportation to displaced individuals due to property acquisition for projects funded with nonfederal funds from a set amount to the amount required for federally funded projects.  As the federal amount is currently higher than the state amount there will be increased costs for nonfederal projects. The amount of additional cost will depend on the number of such projects going forward and the federal rate at the time of the acquisition of property.
