The collection of additional fines may increase General Fund revenue by minor amounts.
Fiscal Detail and Notes
The Department of Inland Fisheries and Wildlife (IF&W) will require General Fund appropriations of $93,000 in fiscal year 2017-2018 and $4,600 in fiscal year 2018-19 to create and distribute invasive aquatic plant and nuisance species stickers to passive watercraft owners.  Each sticker has a $5 fee, with $.25 retained by the agent who sold the sticker and the remaining revenue split with 80% credited to the Invasive Aquatic Plant and Nuisance Species Fund within the Department of Environmental Protection and 20% credited to the Lake and River Protection Fund within the IF&W.  This fiscal note assumes that in fiscal year 2017-18 750,000 passive watercraft will require stickers that were not previously required, generating $2,850,000 to the Invasive Aquatic Plant and Nuisance Species Fund and $712,500 to the Lake and River Protection Fund.  In fiscal year 2018-19 the number of new craft requiring stickers is estimated to be 18,750, generating $71,250 in revenue to the Invasive Aquatic Plant and Nuisance Species Fund and $17,812 in revenue to the Lake and River Protection Fund.
