Fiscal Detail and Notes
The bill includes General Fund appropriations to the Department of Health and Human Services of $35,785,000 in fiscal year 2017-18 and $47,710,000 in fiscal year 2018-19 to fully fund the waiting list for community-based services provided under the MaineCare Benefits Manual, Chapters II and III, Section 21 relating to home and community benefits for members with intellectual disabilities or autistic disorder.

A more current estimate that includes a new position, an updated waitlist total and a suggested phase-in of the waitlist members to the program would decrease the FY 2017-18 General Fund appropriation by $27,947,951 to $7,837,049 and the FY 2018-19 General Fund appropriation by $15,335,059 to $32,374,941. This new estimate also includes Federal Expenditures Fund and Other Special Revenue Fund allocations.
