Amend the Senate Order by adding at the end the following:

ORDERED, that the President of the Senate shall appoint a 6-member panel, consisting of 3 members of the Senate from the party holding the greatest number of seats in the Senate and 3 members from the party holding the 2nd greatest number of seats in the Senate; and be it further
ORDERED, that prior to taking any action authorized by this order, other than the appointment of the 6-member panel pursuant to the immediately preceding paragraph, the President of the Senate shall obtain the approval of a majority of the members of the 6-member panel appointed pursuant to this order; and be it further
ORDERED, that the authorization granted to the President of the Senate by this order expires 45 days after passage by the Senate.’
SUMMARY
This amendment requires the President of the Senate to appoint a 6-member panel, consisting of an equal number of members of the 2 parties holding the greatest number of seats in the Senate, and requires the President of the Senate to obtain the approval of a majority of the panel prior to taking any action authorized by the order, other than the appointment of the 6-member panel.
