Amend the bill by striking out the title and substituting the following:

‘An Act To Increase Workforce Participation in the Temporary Assistance for Needy Families Program’

Amend the bill by striking out everything after the enacting clause and before the summary and inserting the following:

Sec. 1. 22 MRSA §3782-A, sub-§5-A  is enacted to read:

5-A Transportation assistance.   The department shall provide assistance with motor vehicle repairs when the vehicle is necessary for a participant in the ASPIRE-TANF program to engage in employment, educational or training activities required by the program. The department may provide assistance under this subsection in an amount that is no more than $2,000 per family in each calendar year. Assistance under this subsection must be supported with federal block grant funds provided under the United States Social Security Act, Title IV, Part A. The department shall adopt rules relating to proof of employment, proof of an employment-related need for a motor vehicle, household income requirements and verification of motor vehicle repairs.

Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides funding up to $2,000 to families receiving Temporary Assistance for Needy Families benefits for motor vehicle repairs when the motor vehicle is needed for employment purposes.

SUMMARY

This amendment is the majority report of the committee. It increases the allowable financial assistance for vehicle repairs to $2,000 per year for a family receiving benefits under the ASPIRE-TANF program. It removes from the bill financial assistance for motor vehicle repairs and other expenses for recipients of food supplement programs. The amendment also adds an appropriations and allocations section.
