Amend the bill by striking out everything after the enacting clause and before the summary and inserting the following:

Sec. 1. Requirements. The Department of Transportation shall administer funds in section 2 to local nonprofit volunteer driver networks that coordinate with recipients of the United States Department of Transportation, Federal Transit Administration funds, seek financial assistance from municipalities and other sources, charge modest fares and serve the general public for the purpose of leveraging the providers’ experience, mobility management systems and other resources. The Department of Transportation shall administer funds for a pilot purchase of service program funded in section 2 in selected regions of the State to provide vouchers to senior citizens and persons with disabilities to purchase their own transportation services. The Department of Transportation shall distribute to recipients of Federal Transit Administration funds the funding provided in section 2 using the same formula as current state public transportation funding is distributed: 50% distributed to urban areas following the Federal Transit Administration formula and 50% distributed to rural areas following the standards governing the Federal Transit Administration formula grants for rural areas under 49 United States Code, Section 5311, which include the number of square miles in the service area, the population of the service area and the percentage of low-income individuals in the service area.

Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

summary

This amendment decreases the amounts of funding provided to the Department of Transportation from $500,000 to $250,000 to support and expand local nonprofit volunteer driver networks; from $500,000 to $250,000 to create a pilot purchase of service program in selected regions of the State to provide senior citizens and persons with disabilities vouchers to purchase their own transportation services; and from $13,000,000 to $1,500,000 for recipients of Federal Transit Administration funds throughout the State to expand their services. The amendment also provides that funding provided to the Department of Transportation is appropriated from the General Fund rather than allocated from the Highway Fund as proposed in the bill.
