Amend the amendment by striking out the substitute title and replacing it with the following:

‘An Act To Improve Maine's Economy and Energy Security with Cost-effective Technologies’

Amend the amendment in section 1 in §10121-A in the first line (page 1, line 16 in amendment) by striking out the following: " Renewable Energy Rebate Program Fund" and inserting in its place the following: ' Cost-effective Low-income Energy Fund'

Amend the amendment in section 1 in §10121-A by striking out all of subsection 1 (page 1, lines 17 to 23 in amendment) and inserting the following:

1 Fund established.   There is established the Cost-effective Low-income Energy Fund, referred to in this section as "the fund," to be used by the trust solely for the purposes of providing rebates for cost-effective electric technologies, including solar photovoltaic and solar thermal technologies, heat pumps and other technologies that may be used to reduce energy costs and greenhouse gas emissions, as determined by the trust. The trust may provide rebates only to those persons eligible to participate in the Low-income Home Energy Assistance Program administered through the United States Department of Health and Human Services. Any interest on funds in the fund must be credited to the fund. Funds not spent in any fiscal year remain in the fund to be used for the purposes of this subsection.

Amend the amendment in section 1 in §10121-A in subsection 3 in paragraph A (page 2, lines 5 and 6 in amendment) by striking out the following: " a solar photovoltaic or solar thermal technology" and inserting the following: ' solar photovoltaic and solar thermal technologies, heat pumps or other technologies'

Amend the amendment in section 1 in §10121-A in subsection 3 by striking out all of paragraph B (page 2, lines 7 to 12 in amendment) and inserting the following:

B A natural person is eligible to receive a rebate from funds collected pursuant to this section only if that person is a resident of this State. The trust may provide rebates only to those persons eligible to participate in the Low-income Home Energy Assistance Program administered through the United States Department of Health and Human Services.

Amend the amendment by striking out all of section 2 and inserting the following:

Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

Cost-effective Low-income Energy Fund N170

Initiative: Provides an allocation of $1,000,000 in fiscal year 2014-15 to establish the Cost-effective Low-income Energy Fund for rebates to certain persons for the installation and use of cost-effective electric technologies, including solar photovoltaic and solar thermal technologies, heat pumps and other technologies.

SUMMARY

This amendment changes the name of the fund established in Committee Amendment "A" to the Cost-effective Low-income Energy Fund. This amendment requires the fund to be used for cost-effective electric technologies, including heat pumps and other technologies that reduce energy costs and greenhouse gas emissions, as determined by the Efficiency Maine Trust.

This amendment also replaces the appropriations and allocations section in Committee Amendment "A" to reflect the changes made by this amendment.
