	Requiring the Public Utilities Commission (PUC) to develop a plan to reform telecommunications regulation subject to the criteria set forth in this bill and to submit the plan to the joint standing committee of the Legislature with jurisdiction by December 31, 2011 will result in minor cost increases which the PUC can absorb within existing budgeted resources.
