This legislation proposes to allow nonresidents 15 years of age or younger to purchase lifetime licenses at a cost equal to $300 over the cost of the applicable license for a resident.  Demographic information does not exist in a form that would allow an accurate estimate of the revenue impact.  It is unknown how many nonresidents may take advantage of these licenses, how many nonresidents come to Maine to hunt and fish year after year, or how many nonresidents who would purchase a lifetime license would continue to hunt and fish in Maine as adults.  In the Department of Inland Fisheries and Wildlife's judgment, revenue would increase over the first few years as nonresidents decide to purchase these licenses.  At some point in the future, however, revenue would begin to decrease as new lifetime license sales level off and nonresidents who hold lifetime licenses come to Maine to hunt and fish without the need to purchase additional licenses.
