| The requirement that funding for secondary school-age persons enrolled in adult education courses be provided as targeted allocations that school administrative units must submit a plan for the use of and receive the funding based on the approval of the plan by the Commissioner of Education represents a state mandate pursuant to the Constitution of Maine. Unless General Fund appropriations are provided to fund at least 90% of the additional costs or a Mandate Preamble is amended to the bill and two-thirds of the members of each House vote to exempt this mandate from the funding requirement, school administrative units may not be required to implement these changes. | School | Significant | ||||
