Amend the resolve in section 1 in subsection 1 in the 2nd line (page 1, line 8 in L.D.) by inserting after the following: "System," the following: 'in the amount of $40,000 per year for each university,'

Amend the resolve in section 1 in subsection 2 in the first line (page 1, line 13 in L.D.) by striking out the following: "during the biennium" and inserting the following: 'within a 2-year period after the receipt of funding'

Amend the resolve in section 1 in subsection 6 in paragraph A by striking out all of the 2nd sentence (page 1, lines 25 and 26 in L.D.)

Amend the resolve in section 1 in subsection 6 in paragraph A in the last line (page 1, line 29 in L.D.) by inserting after the following: "project" the following: 'for the next 2 years'

Amend the resolve by inserting after section 1 the following:

Sec. 2. Funding. Resolved: That the pilot project must be funded from available surplus funds in an Other Special Revenue Funds account in the Department of Professional and Financial Regulation, Office of Securities designated as account number 01402A094301. A total annual allocation of $280,000 from this account, including $40,000 for each university campus, must be provided for each year of the pilot project unless the account balance does not have a surplus of funds that is sufficient to fund the pilot project; and be it further’

Amend the resolve in section 2 in the 6th line (page 1, line 38 in L.D.) by striking out the following: "2012" and inserting the following: '2014'

Amend the resolve in section 2 in the last line (page 2, line 2 in L.D.) by striking out the following: "2012." and inserting the following: '2014; and be it further'

Amend the resolve by inserting after section 2 the following:

Sec. 3. Transfer of funds. Resolved: That, notwithstanding any other provision of law, the State Controller shall transfer $280,000 per year in fiscal year 2009-10, fiscal year 2010-11, fiscal year 2011-12, fiscal year 2012-13 and fiscal year 2013-14 from the Department of Professional and Financial Regulation, Office of Securities, Other Special Revenue Funds account to the unappropriated surplus of the General Fund no later than June 30th each fiscal year after all required deductions of budgeted financial commitments and adjustments considered necessary by the State Controller have been made; and be it further

Sec. 4. Appropriations and allocations. Resolved: That the following appropriations and allocations are made.

Initiative: Provides funds for a pilot project to support the development of partnerships between the University of Maine System and Maine's business community and to provide assistance to Maine's business community in developing the skills and expertise needed for Maine's future economic growth.

This amendment identifies a funding source and specifies that $40,000 must be allocated to each campus of the University of Maine System in order to implement the pilot project to support the development of partnerships between the University of Maine System and Maine's business community and to provide assistance to Maine's business community in developing the skills and expertise needed for Maine's future economic growth. The amendment also provides that the University of Maine System and the Department of Economic and Community Development shall submit an evaluation of the pilot project to the Legislature by January 15, 2014 instead of 2012 as proposed in the resolve. The amendment also adds an appropriations and allocations section to the resolve.
