	This legislation shifts the start of the fiscal biennium for the state budget from the first regular session of the Legislature to the second regular session beginning in fiscal year 2010-11.  It also provides that fiscal year 2009-10 be a one year budget.  Additional costs will primarily be computer programming expenses to convert the current budget management system to a different cycle.  The number of hours required to make the necessary programming changes is estimated to be approximately 5,000 hours.  At an average programming cost of $100 per hour that would be approximately $500,000.
