Amend the bill in section 8 in subsection 8 by inserting after paragraph A the following:
‘ A-1. A person who is issued a Class I lobster and crab fishing license and is under 18 years of age may declare any zone as that person's declared lobster zone if that person lives year-round on an island within the coastal waters or within Zone A.’

This amendment is the minority report and provides that a person who lives year-round on an island or in lobster fishing Zone A is not required to go on to the waiting list proposed in the bill for people under 18 years of age.
