Requiring municipal clerks to mail absentee ballots to every registered voter represents a state mandate.  Although postage costs would be borne by the State, municipalities would incur costs in collating and processing the new voting system. Fiscal Detail and Notes
The requirements involved in implementing a vote-by-mail system will necessitate additional General Fund appropriations to the Department of the Secretary of State in the amounts of $1,190,000 and $595,000 in fiscal years 2005-06 and 2006-07, respectively, for additional costs pertaining to ballots, absentee ballot envelopes and postage.
