| Excluding from the state bidding process persons who have violated state law or who are in consent agreement negotiations with the state will require a General Fund appropriation to the Division of Purchases within the Department of Administrative and Financial Services of $141,297 in fiscal year 2005-06 and $55,063 in fiscal year 2006-07. This appropriation will provide funds for a Procurement and Contracting Specialist position and general operating expenses as well as approximately $100,000 for some significant computer upgrades to carry out the requirements of this bill. In addition, the state's cost of goods and services would increase because the pool of bidders would decline significantly. These additional costs can not be determined at this time. | |||||||||
