Directing the State Planning Office to grant the Town of Alton the protections and benefits of a host community to the West Old Town Landfill if certain events occur may have fiscal implications which can not be determined at this time.  The bill as written places a fiscal responsibility on SPO as the owner of the West Old Town Landfill.  However, the Operating Services Agreement SPO has with the selected operator of the landfill transfers that responsibility to the operator, so SPO may not have a direct fiscal impact from this bill.  That fiscal impact would be $50,000 plus any other compensation resulting from negotiations for a host community benefit agreement.  Such an agreement is currently being negotiated between the operator of the landfill, SPO and the town.  This bill appears to take the definition of a "host community" beyond current definitions and without clarification or restrictions could impact this and other disposal facilities.
