| Requiring county commissioners to certify petition signatures and hold a public referendum vote within the unorganized areas that wish to be established as a single town for the purpose of self governance is a state mandate pursuant to the constitution. | Allowing for towns to be created in the unorganized territory may increase the cost of the General Purpose Aid for Local Schools program within the Department of Education due to the creation of new school administrative units. It may also increase the General Fund cost of the Tree Growth Reimbursement program within the Department of Administrative and Financial Services. The amounts can not be determined at this time. This legislation may also result in a decrease in the amount of funds collected through the Unorganized Territory Educational and Services Tax.
