Sec. QQ-1. 22 MRSA §13, sub-§5, as enacted by PL 2001, c. 464, §1 and
affected by §2, is amended to read:

 
5. Audit methods. When conducting audits pursuant to this
section, the department may not engage a private vendor to
conduct the audit or base any auditor's compensation on a
percentage of the alleged overpayment amount, except that the
department may engage a private vendor to conduct audits of
providers located outside this State and may base that vendor's
compensation on a percentage of the amount of overpayment
received by the department. The department shall disclose to the
public any mathematical algorithm used in performance of an
audit.

Sec. RR-1. 22 MRSA §8104, sub-§4 is enacted to read:

 
4.__Authority to change daily rate for unlicensed foster care
providers.__Notwithstanding any other provision of law, the
department may change the daily rates for foster board and care
paid to unlicensed homes and may provide the opportunity for
those unlicensed homes, if they choose to apply, to pursue
licensure that could result in a higher rate of payment.

Sec. SS-1. 1 MRSA §535, sub-§1, ¶B, as enacted by PL 1997, c. 713, §1,
is amended to read:

 
B. Procedures ensuring that executive branch and
semiautonomous state agencies comply with the standards and
policies adopted by the Information Services Policy Board
Chief Information Officer of the Office of Information
Technology within the Department of Administrative and
Financial Services.

 
Sec. SS-2. 2 MRSA §6, sub-§3, as repealed and replaced by PL 1999, c.
259, §2, is amended to read:

 
3. Range 89. The salaries of the following state officials
and employees are within salary range 89:

 
Director, Bureau of General Services;
