Sec. J-1. Overdue fines. The Judicial Department shall implement an
accelerated collection effort of overdue fines to increase
General Fund revenue by $1,100,000 in fiscal year 2005-06 and
$1,900,000 in fiscal year 2006-07.

 
Sec. J-2. Filling vacant positions. The Judicial Department shall fill
administrative staff positions held vacant during the 2004-2005
biennium. The additional filled positions are expected to
generate additional undedicated General Fund revenue of
$1,500,000 in fiscal year 2005-06 and $1,500,000 in fiscal year
2006-07.

Sec. K-1. Review of statewide administrative hearing functions to improve efficiency
and cost-effectiveness. The Commissioner of Administrative and
Financial Services shall review the current organizational
structure of administrative hearings units and the proceedings
conducted by those units to improve organizational efficiency and
cost effectiveness, including but not limited to adjudicatory
proceedings conducted pursuant to the Maine Revised Statutes,
Title 5, chapter 375, subchapter 4; workers' compensation
proceedings conducted pursuant to Title 39-A, chapter 7,
subchapter 1; other due process hearings; and licensing
disciplinary proceedings. At least 15 days before implementing
any change proposed as a result of the review, the commissioner
shall report the findings of the review and proposed changes to
the joint standing committee of the Legislature having
jurisdiction over appropriations and financial affairs and to the
joint standing committee or committees of the Legislature having
jurisdiction over departments affected by the proposed changes.
