| | | Emergency preamble. Whereas, acts and resolves of the Legislature do | | not become effective until 90 days after adjournment unless | | enacted as emergencies; and |

| | | Whereas, breaking ground for the new Somerset County jail is | | imminent; and |

| | | Whereas, a delay in the implementation of this legislation will | | cause a delay in the construction of the jail, leading to | | unnecessary costs and delays; and |

| | | Whereas, in the judgment of the Legislature, these facts create | | an emergency within the meaning of the Constitution of Maine and | | require the following legislation as immediately necessary for | | the preservation of the public peace, health and safety; now, | | therefore, be it |

| | | Sec. 1. Location of Somerset County jail. Resolved: That, notwithstanding | | the Maine Revised Statutes, Title 30-A, section 122, the Somerset | | County jail may be built within one mile of Skowhegan. |

| | | Emergency clause. In view of the emergency cited in the preamble, | | this resolve takes effect when approved. |
|
| | | Current law requires a county building to be located within | | the county seat unless the voters in the county vote to locate | | the building elsewhere. |
|
| | | This resolve allows the Somerset County jail to be built | | within one mile of the county seat, Skowhegan. |
