| *Sec. 3. Election of directors. The elected directors shall must be |
| elected by a plurality vote of the legal voters resident on the |
| islands composing the district at an election to be held at the |
| time of the municipal elections for the City of Portland, with |
| the first election to be held Monday, May 4, 1981. Beginning |
| with the election held in 2006, a director who is required to be |
| a resident of or property owner on one of the 6 Casco Bay islands |
| named in section 1 may be voted on and elected only by the |
| residents of the island on which the director resides or owns |
| property.__The 2 at-large directors who are residents of or |
| property owners in the State must be elected by the voters of the |
6 islands. Each director shall serve serves for a term of 3 |
| years, with 2 directors being elected on a rotating basis each |
year. The order of rotation shall must be decided by the |
| directors by lot at the first meeting of the directors elected. |
A majority of the directors shall constitute constitutes a quorum |
| for the transaction of business, and any action taken by a |
| majority of directors present at any meeting at which a quorum is |
in attendance shall be is deemed to be the action of the full |
| board of directors. |
