Sec. 1. Transfer of funds; unallocated surplus General Fund to Maine Clean Election Fund. Notwithstanding any other provision of law, by October 31, 2005 the State Controller shall transfer $4,700,000 of the unappropriated surplus of the General Fund to the Maine Clean Election Fund.

Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Allocates funds to cover an anticipated shortfall in the Maine Clean Election Fund for projected costs of the 2006 general election.

SUMMARY

This bill requires the transfer of $4,700,000 from the General Fund to the Maine Clean Election Fund no later than October 31, 2005 to assure gubernatorial and legislative candidates in the 2006 elections that there will be sufficient funding for the Maine Clean Election Act.
