	With the responsibilities and staff associated with student loan repayment and forgiveness programs residing at the Finance Authority of Maine, the Department of Education has no knowledgable personnel available to work on implementing this legislation.  The cost to the Department of Education to work with the Finance Authority of Maine to develop the required legislation may require an outside contractor and can not be determined at this time.  Additional costs to the Finance Authority of Maine associated with preparing the required legislation can be absorbed utilizing existing budgeted resources.
